However, the City Council wanted to give the team owners $60 million in taxpayer money to pay off their existing debt. This meant that the city had to borrow $200m to construct the arena. But the team owners would only have to pay back $20m. This would leave the city's taxpayers responsible for the repayment of the remaining loan.

The City Council agreed that the plan could be approved if the NBA was willing to continue playing at Rogers Arena through the opening of the new facility. But the league refused to agree, saying the arena wasn't big enough for them anymore. It was too small for them to continue playing there. They felt that asking them to play in a smaller venue was unfair, especially since they weren't making any additional revenue.

The City Council asked for financial assistance and offered to help the province. Although the province was willing to donate $150 million, the City Council still needed additional $100 million. That's when the City decided to drop its plans and focus on building a new downtown arena instead.
